Creates an alternative pathway to Tennessee HOPE scholarship eligibility for students who did not qualify as entering freshmen due to high school GPA or ACT scores

Allows Tennessee Promise scholarship recipients to become eligible for HOPE as transfer students after earning an associate degree or certificate with at least a 3.0 GPA

Requires students to enroll in an eligible postsecondary institution within 6 months of completing their first associate degree or certificate

Students must have received or maintained eligibility for Tennessee Promise each semester while earning their degree or certificate

Takes effect July 1, 2026, applying to the 2026-2027 academic year and thereafter
