Criminalizes knowingly inhaling, ingesting, using, or possessing nitrous oxide ("laughing gas") and amyl nitrite ("poppers"/"snappers") as a Class A misdemeanor, with courts able to require drug rehabilitation as a probation condition

Exempts nitrous oxide use when prescribed by a licensed medical or dental practitioner, used in manufacturing by employees 21+, used as a food service propellant, or used for automotive purposes by persons 21+

Creates a rebuttable presumption against exemptions when nitrous oxide products contain added flavoring or flavor-related labeling

Prohibits businesses, including online retailers, from producing, manufacturing, possessing, buying, selling, or transferring nitrous oxide in violation of the law, with 30-day license suspension for first offense and revocation for second offense

Takes effect July 1, 2026
