Authorizes private companies to establish company police agencies with full police powers on their properties if they employ at least 3,000 individuals annually and have at least 3,000,000 annual visitors.

Grants company police officers authority to enforce federal, state, and local laws, make arrests, carry firearms, conduct criminal investigations, and provide emergency response within company-controlled property.

Requires all company police officers to be POST-certified, meet state training requirements for full-time law enforcement officers, and complete specialized training in de-escalation, crowd control, and active threat response.

Provides company police officers with qualified immunity protections when enforcing state criminal laws, equivalent to other commissioned law enforcement officers.

Designates company police agencies as "governmental entities" under the Tennessee Governmental Tort Liability Act, extending associated liability protections.
