Creates new offense of "telecommunication fraud" for using a telecommunication device with intent to fraudulently obtain or control another person's property without consent

Establishes a minimum penalty of Class E felony for telecommunication fraud, regardless of the property value involved

Punishment otherwise follows existing theft penalty guidelines under § 39-14-105, which scale based on the value of property stolen

Effective date: July 1, 2026
