Expands pre-release services for inmates to include driver licenses in addition to photo identification licenses, with eligibility limited to those who held a valid, unexpired license in good standing at the time of incarceration

Inmates whose driver licenses expired solely due to incarceration are deemed to have licenses in good standing; those without valid driver licenses receive photo identification licenses instead

Automatically extends driver license expiration dates by 6 months after release for inmates whose licenses expired during imprisonment or within 6 months of discharge

Requires the Department of Safety to notify license holders within 3 days of extension that they must apply to renew their driver license

Mandates a data-sharing agreement between the Departments of Safety and Correction to implement the license extension program
