Enacts the "Tennessee State Fair Act" charging the Department of Agriculture with administering an annual state fair to promote agriculture and forestry, with authority to select an operator and accept gifts and contributions

Restricts use of the name "Tennessee State Fair" to entities with Department of Agriculture permission and requires non-compliant fairs to return all state aid received
