Adds the Office of Homeland Security to the list of agencies whose investigative records are exempt from public inspection under Tennessee's public records law

Makes confidential all Office of Homeland Security records describing protected critical infrastructure, including security analyses, warnings, interdependency studies, and recovery plans

Exempts from public disclosure all records relating to identification, prevention, response, and mitigation of terrorist or criminal threats against Tennessee's critical infrastructure

Grants the Commissioner of Safety authority to designate additional records as confidential if they describe or relate to protected critical infrastructure

Takes effect immediately upon becoming law due to public welfare necessity
