Requires persons to maintain proof of financial responsibility for a minimum of 1 year or the length of their license suspension/revocation period, whichever is longer.

Establishes that when using an insurance policy as proof, the effective date on the financial responsibility certificate is the date financial responsibility was actually proven.

Prevents license and registration suspension if a person files proof of another qualifying policy or bond during the required proof period.

Allows the Department of Safety to release proof of financial responsibility requirements after the required period expires, provided the person has no additional convictions or license actions during that time, and facilitates immediate registration reinstatement upon fee payment.

Takes effect January 1, 2027, and applies to offenses committed on or after that date.
