Creates a new criminal offense for knowingly following another person's route with intent to steal cash from a commercial business or financial institution while possessing two or more "criminal instruments"

Base violation is a Class A misdemeanor; elevates to Class D felony if committed alongside a tracking device offense (Title 39, Chapter 13, Part 10)

Elevates to Class B felony if committed alongside an assault offense (Title 39, Chapter 13, Part 4)

Defines "criminal instrument" as any item not otherwise illegal to possess that is designed or adapted for use in tracking device offenses or theft
