Mandates the authority follow county government contracting procedures, including public advertising and competitive bidding for purchases exceeding applicable thresholds under § 12-3-1212

Requires aggregation of like-item purchases for bid threshold calculations, with an exception for emergencies requiring immediate delivery

Takes effect immediately upon becoming law
