TN HB1685

Creates the "Zero Estimated Exposure Policy Act" regulating workers' compensation insurance policies obtained by construction services providers who report zero employees and zero estimated exposure

Requires construction services providers with zero estimated exposure policies to provide written notification and a copy of the policy to all entities they directly contract with for building construction or improvement services

Entities receiving such notification must retain the written notification and policy for 3 years, except homeowners contracting for single-family residence construction or improvements to their primary residence

Insurers must require applicants for zero estimated exposure policies to sign an attestation confirming no employees, and must notify their insurer within 60 days if they hire employees during the policy period

Takes effect July 1, 2027
