Expands court waiver authority for certain adoption requirements to include cases where a child has resided in the prospective adoptive parents' home for at least 6 months, in addition to existing waivers for related persons

Allows courts to waive the preliminary home study, home study, and 6-month waiting period after filing an adoption petition when the child has already lived with the petitioners for 6 months

Requires the court to receive a final court report and determine the adoption is in the child's best interest before granting any waivers

Amends Tennessee Code Annotated Sections 36-1-116 and 36-1-119

Takes effect immediately upon becoming law
