TN HB1699

Adds a new category of "dependent and neglected child" under Tennessee law: children whose parent or guardian is unable to provide care and control due to circumstances beyond the parent's or guardian's control

Requires courts to hold an adjudicatory hearing before designating a child as dependent and neglected under this new category

Courts must specifically find both that the parent/guardian cannot provide care and that the inability stems from circumstances outside their control

Takes effect immediately upon becoming law
