Requires directors of schools to report absences to juvenile court when a student receiving tier two or tier three truancy interventions withdraws from public school to enroll in home school

Authorizes judges to fine parents up to $50 or require 5 hours of community service if a K-12 student is adjudicated unruly for accumulating 5 or more unexcused absences in a school year

Requires unexcused absences to follow students who transfer during the school year, with the receiving school or LEA counting prior absences toward truancy thresholds

Adds "attendance" as a factor alongside "academic" considerations in existing education code provisions

Takes effect July 1, 2026
