Requires all LEAs and public charter schools to install and maintain video camera surveillance systems in every special education classroom to promote student safety

Continuous monitoring of students, teachers, and staff may only occur if parents of a majority of students assigned to that classroom provide written consent

Video footage may only be viewed by parents of students featured in the recordings, subject to FERPA and state privacy law requirements

Local school boards and charter school governing bodies must adopt policies establishing how long surveillance footage must be retained

Takes effect July 1, 2026, applying to the 2026-2027 school year and thereafter; policy development provisions take effect immediately upon becoming law
