Study must analyze current funding models for emergency communications and compare them to other states' approaches

Requires examination of emergency communications districts (ECDs) including operating structures, organizational charts, and potential consolidation options, particularly for rural areas

Must evaluate whether a uniform statewide system would be beneficial and analyze requiring direct dispatch protocol at all public safety answering points (PSAPs)

Completed study with legislative recommendations due to legislative speakers by December 1, 2026; effective immediately upon becoming law
