Expands citizenship/immigration verification requirements for public benefits to include local governmental entities (counties, cities, towns), in addition to state agencies and local health departments already covered under existing law

Requires all applicants 18 years or older seeking federal, state, or local public benefits to verify U.S. citizenship or lawful presence under the Immigration and Nationality Act

Mandates monthly reporting to the General Assembly, Department of Finance and Administration, and centralized immigration enforcement division on applicants denied benefits and those whose recurring benefits are terminated due to immigration status

Authorizes the Attorney General to investigate local government violations and withhold all state funds—including grants, contracts, and state-shared taxes—from non-compliant entities

Makes failure by government employees or officials to report non-citizens/non-qualified aliens receiving public benefits a Class A misdemeanor; effective July 1, 2026
