TN HB1720

Prohibits municipalities and regional planning commissions from adopting zoning plans, ordinances, or rules that exercise jurisdiction over development, infrastructure, or land use outside municipal boundaries

Becomes effective in a county only when the county legislative body adopts a resolution by majority vote; upon adoption, existing extraterritorial zoning regulations become void and unenforceable

Allows counties and municipalities to enter interlocal agreements to complete or wind down development projects already in progress, with developers permitted to participate with consent of both governing bodies

Applies only to counties with populations under 341,500 (per 2020 census) and excludes counties with metropolitan forms of government

Takes effect immediately upon becoming law
