Limits placement changes to no more than 2 per year unless safety or reunification concerns exist, with written justification and supervisor approval required for each move

Mandates the Department of Children's Services develop a real-time location tracking system for all foster children in state custody, with privacy protections

Requires annual reporting on placement types, prohibited placement violations, corrective actions, and effectiveness of the tracking system
