Requires the state board to establish a review committee for TISA (Tennessee Investment in Student Achievement)

Committee membership includes eight positions: executive director of the state board, commissioner of education, commissioner of finance and administration, comptroller of the treasury, director of TACIR, chairs of the Senate and House education committees, and director of the office of legislative budget analysis

Allows most committee members to send a designee in their place, except the chairs of the legislative education committees who must serve personally

Takes effect immediately upon becoming law
