Restructures Tennessee's unlawful firearm possession statute (§ 39-17-1307), consolidating prohibited categories including felons convicted of violent crimes, drug offenses, other felonies, domestic violence misdemeanors, those prohibited under federal law, and persons adjudicated mentally defective

Establishes tiered penalties: Class B felony for violent felons, Class C felony for drug felons, Class E felony for other felons, and Class A misdemeanor for domestic violence and mental health-related prohibitions

Deletes Section 39-17-1311 entirely and removes references to "carrying or" throughout multiple code sections, eliminating the separate offense of unlawfully carrying a firearm

Repeals Section 37-1-190 and related juvenile firearm transfer provisions, removing restrictions on firearm possession and purchasing for certain juveniles
