Authorizes the West Tennessee Megasite Authority and local law enforcement agencies to enter written agreements allowing sworn peace officers to enforce traffic laws on designated private roadways within the megasite

Requires roadway owners to install MUTCD-compliant traffic control devices and speed limit signs, plus conspicuous notices at entrances that traffic laws are enforced

Designates private megasite roadways covered by agreements as "highways" for enforcement purposes, enabling officers to patrol, issue citations, and impose fines as on public streets

Preserves private ownership status—agreements do not dedicate roadways to public use, create public access rights, or transfer maintenance responsibility to government entities

Either party may terminate agreements with at least 30 days' written notice; private security personnel are explicitly prohibited from exercising law enforcement powers
