Expands eligibility for Tennessee's Individualized Education Account (IEA) program to include children with medical conditions that prevent in-person school attendance, as determined by the state board of education

Specifies 11 qualifying disabilities for IEA eligibility: autism, deaf-blindness, hearing impairments, intellectual disability, orthopedic impairments, traumatic brain injury, visual impairments, developmental delay, multiple disabilities, specific learning disabilities, and deafness

Adds home schools as participating schools for students with medical conditions that prevent in-person attendance

Requires the department to monitor IEA funds for students with medical conditions to ensure compliance with approved expense requirements

Authorizes the department to suspend or permanently terminate program participation if parents fail to comply with fund usage requirements; effective July 1, 2026
