Prohibits insurers from disadvantaging FDA-approved non-opioid pain medications relative to opioids or narcotics on preferred drug lists (PDLs) for inmates incarcerated in Tennessee

Applies to all insurance policies covering inmates, including state and local government plans, private insurers, healthcare corporations, HMOs, and TennCare

Allows insurers to prefer certain opioids over other opioids, or certain non-opioids over other non-opioids, within each medication category

Covers non-opioid medications that have been FDA-approved for pain treatment for at least 9 months, regardless of whether the insurer has reviewed the drug for PDL inclusion

Takes effect January 1, 2027
