Creates a new offense for recklessly discharging a firearm into the air, ground, water, or nearby object at public gatherings or events with at least 25 people in attendance

Violation is classified as a Class A misdemeanor

Exempts law enforcement officers, military personnel, Tennessee National Guard members, animal control officers, and TWRA officers acting in official duties

Exempts lawful hunting during open season, nuisance wildlife control with proper permits, and discharge at sport shooting ranges

Exempts defensive use of firearms against animal attacks to protect oneself, another person, or a domestic animal

Effective date: July 1, 2026
