TN HB1791

Grants the state an automatic right to appeal interlocutory orders from circuit or chancery courts that grant, continue, modify, or refuse to dissolve injunctions against the state or state officials

Allows immediate state appeals when courts deny sovereign immunity to the state or qualified immunity to state officials

Permits state appeals of denied motions to dismiss in cases challenging the constitutionality of state laws, executive orders, administrative rules, or other governmental actions

Amends Tennessee Code Annotated, Section 27-1-101 by replacing the existing appeals provision entirely

Takes effect immediately upon becoming law, with a severability clause protecting remaining provisions if any part is invalidated
