Amends Tennessee's Uniform Commercial Code (Title 47) to add new Chapter 6 governing "Controllable Electronic Records," establishing rules for digital assets including control, transfer, and perfection of security interests in electronic records, controllable accounts, and controllable payment intangibles

Updates terminology throughout the UCC by replacing "writing" with "record" and "authenticated" with "signed" to accommodate electronic transactions, and adds new definitions for "electronic money," "tangible money," and "hybrid transaction" (transactions combining goods with services or other property)

Establishes new rules for perfecting security interests in electronic assets, including requirements for "control" of controllable electronic records, electronic money, and electronic documents of title, with detailed provisions for determining when a person has exclusive power over such assets

Creates new Chapter 1A containing transitional provisions with an adjustment date of July 1, 2025 (or one year after effective date) to govern the transition of existing security interests and transactions to the new framework, while preserving validity of pre-existing transactions

Takes effect July 1, 2026, and explicitly states it must not be construed to support, endorse, create, or implement a national digital currency
