Railroad companies prohibited from blocking crossings for more than 30 consecutive minutes when the crossing provides primary access to hospitals, residential neighborhoods, or occupied residences

First violation subject to $1,000 civil penalty; repeat violations at the same crossing within 18 months subject to penalties up to $3,000

Penalty revenue split: 15% retained by the Department of Transportation for administration, 85% distributed to the affected county or municipality for railroad crossing improvement projects

Railroad companies remain liable for bodily injury or death resulting from emergency vehicles (ambulances, etc.) being blocked at crossings in violation of the law

Effective July 1, 2026, applying to violations occurring on or after that date
