Data center owners/operators must pay the full cost of infrastructure needed to support their facilities, including roads, utilities, electric transmission lines, substations, and water/wastewater systems

Electric utilities are prohibited from raising rates for residential or other commercial/industrial customers due to increased electric demand from data centers

Electric utilities must structure ratemaking so that all infrastructure and electric service costs for data centers are paid solely by the data center owner/operator

Utilities may create a new customer class specifically for data centers to comply with these requirements

Customers who believe a utility violated these provisions may file complaints with the Tennessee Public Utility Commission or the utility's governing board; effective date is January 1, 2027
