Requires insurers offering Medicare supplement policies to persons 65 and older to also offer the same policies to "non-age eligible persons" (those under 65 who qualify for Medicare due to disability or end-stage renal disease)

Prohibits insurers from denying coverage, conditioning issuance, or discriminating in pricing based on health status, claims experience, or medical condition for applicants who apply during their initial 6-month enrollment window

Caps premiums for non-age eligible persons at the "weighted average aged premium rate" calculated from premium rates across all age bands for enrollees 65 and older

Prohibits waiting periods or preexisting condition limitations for non-age eligible persons in Medicare supplement policies

Takes effect January 1, 2027, applying to policies entered into, renewed, amended, or modified on or after that date
