Requires "speeding offenders" with suspended or revoked licenses due to excessive speeding, reckless driving with speed as a factor, drag racing, or accumulation of speed-related points to install court-ordered intelligent speed assistance (ISA) devices that use GPS to physically limit vehicle speed to posted limits

Defines "excessive speeding" as 10+ mph over the limit in zones of 40 mph or less, or 20+ mph over the limit in zones above 40 mph; ISA device usage period is 365 consecutive days or the length of license suspension/revocation, whichever is longer

Offenders bear costs of leasing, installing, monitoring, and maintaining ISA devices unless determined indigent; an annual $12.50 administrative fee funds department compliance oversight

Noncompliance including tampering, circumventing, or driving without the device results in 120-day extensions of the ISA requirement; providers must report violations to the Department of Safety

Applies only to noncommercial driver licenses; effective January 1, 2027 for violations occurring on or after that date, with annual legislative reporting beginning February 1, 2028
