Establishes a 2-year moratorium on new applications from out-of-state nursing education programs seeking approval to operate, enroll students, or place students for clinical experiences in Tennessee

Out-of-state programs already approved before the effective date retain approval but must submit preceptor lists, student placement statistics, and program outcomes to the Board of Nursing

Requires the Tennessee Center for Nursing Advancement to develop new approval standards for out-of-state programs, addressing preceptor verification, faculty supervision, annual reporting requirements, and administrative costs

Mandates the Center publish a report with recommended standards by June 30, 2027, and issue annual public reports on out-of-state program oversight thereafter

Defines "program based in this state" as requiring a physical Tennessee campus with at least 3 full-time licensed faculty members assigned to the nursing program
