Non-Tennessee citizens may request law enforcement records pertaining solely to themselves, including arrest reports, incident reports, crash reports, and citations

Requesters must submit a written request identifying the specific record, a valid government-issued photo ID, and a signed affidavit affirming the record pertains only to them

Creates an exception to existing Tennessee law that limits public records access to state citizens

Does not authorize release of records that are otherwise confidential under law

Effective July 1, 2026
