Prohibits Tennessee state government, including all departments and agencies, from entering into new contracts or renewing existing contracts with private prison contractors for correctional services or facilities

Extends the same prohibition to local governments, defined as counties, incorporated cities and towns, and metropolitan governments

Applies to contracts involving inmates in the custody and care of the Department of Correction or local governments

Takes effect immediately upon becoming law under the public welfare clause
