Allows individuals with a master's degree in speech language pathology from an approved institution to obtain a provisional license to practice as a clinical fellow during supervised clinical experience

Removes the requirement for an American Speech and Hearing Association (ASHA) certificate of clinical competence to be eligible for a provisional license

Permits speech language pathologists and audiologists to practice without a valid license while their application is pending, provided they have passed the required exam or hold an out-of-state license

Requires pending applicants to hold either an ASHA certificate (for speech language pathologists) or a doctor of audiology degree from an accredited institution (for audiologists)

Effective date: July 1, 2026
