Department of Children's Services commissioner must develop and implement a statewide, county-level quality assurance program by July 1, 2027, using outcomes-based approaches with qualitative and quantitative data

Program requires three structural components: quality assurance systems in each county with designated coordinators and committees, a state office of quality assurance, and a state quality assurance committee

Commissioner must publish a grading system on the department's website reflecting each county's quality assurance performance, updated at least every 6 months

Quarterly progress reports required to the legislature beginning September 30, 2026, continuing until full program implementation

Program goals include improving outcomes for children and families in safety, permanency, and well-being, while identifying systemic barriers and enabling statewide sharing of best practices
