Possession of cannabis without a qualifying medical condition diagnosis from a licensed physician becomes a Class A misdemeanor

Possession of 1 ounce or less: maximum fine of $100 and/or up to 10 hours community service; no jail time permitted; officers must issue citations instead of custodial arrests

Possession of more than 1 ounce but less than ½ pound (first offense): maximum fine of $500 and/or up to 40 hours community service

Repeat offenses for 1 oz to ½ lb possession carry escalating penalties: second offense up to $1,000 fine and/or 30 days confinement; third or subsequent offense up to $2,500 fine and/or 6 months confinement

Courts must consider alternatives like installment payments or additional community service for indigent individuals unable to pay fines
