Requires the commissioner of general services and chair of the state capitol commission to provide written notice at least 30 days before transferring state-owned real property to private entities without compensation

Notice must be sent to chairs of the joint government operations committee and all legislators representing counties where the property is located

Transfers of state property for private projects or development require approval from the joint government operations committee within 30 days; failure to act results in automatic disapproval

Applies to transfers of ownership, exclusive leasehold interests, or exclusive control of state real property to private entities

Takes effect immediately upon becoming law
