Imposes minimum $250,000 fine per fatality caused by employer negligence, payable to a newly created Worker Protection Fund

Requires the Department of Economic and Community Development to include claw back provisions in all accountability agreements starting July 1, 2026, forcing negligent employers to repay state incentives received in the prior 3 fiscal years

Removes all caps on workers' compensation death benefits, eliminating the maximum total benefit limit for surviving families
