Counties and municipalities may request the Tennessee Department of Transportation conduct highway traffic noise studies for residential properties along state highways, including interstates, by passing a resolution

Requests are only permitted when a tree zone has been removed for purposes unrelated to highway construction and no existing noise barrier or shielding is present

Defines "noise barrier" as physical obstructions like noise walls, berms, or combination systems constructed between highways and residences to lower traffic noise

Defines "tree zone" as woods, undergrowth, or rows of trees dense enough to completely or substantially block the view along the highway sound path

Takes effect immediately upon becoming law
