Allows eligible private nonprofit colleges and universities in Tennessee to purchase goods and services through state cooperative purchasing contracts at the same discounted prices available to public institutions of higher education.

Eligible institutions must be federally accredited, located in Tennessee, and authorized to operate by the Tennessee Higher Education Commission.

Participation is voluntary with no state appropriations, subsidies, or financial liability for private institutions' purchases; no participation fees may be charged.

Prohibits vendors from charging private institutions higher prices than public institutions or retaliating against participating schools, with violations classified as unfair trade practices.

Takes effect July 1, 2026, with the Department of General Services and Tennessee Higher Education Commission required to establish an enrollment and verification process.
