Requires drug and food retail establishments with self-checkout to maintain at least one staffed checkout station for every four self-service stations, with minimum staffing of one employee per three self-checkout stations

Limits self-checkout purchases to 15 items maximum and prohibits self-checkout for age-restricted products (alcohol, tobacco) and items with theft-deterrent tags

Applies to grocery stores over 15,000 sq. ft. and large retailers over 85,000 sq. ft. with at least 10% of sales floor dedicated to food

Authorizes civil penalties up to $100 per employee per violation, plus $100 per employee per day (capped at $1,000) for uncured violations, enforceable by customers or employees

Takes effect January 1, 2027
