Establishes the "Tennessee Energy Freedom Act" protecting the right to engage in coal, oil, and natural gas exploration, production, transportation, sale, manufacturing, refining, and combustion activities in Tennessee

Prohibits injunctive relief or liability for carbon dioxide, methane, or nitrous oxide emissions from fossil fuel activities unless proven to violate the federal Clean Air Act or other federal environmental laws

Restricts lawsuits related to covered emissions to only those calculated based on fossil fuel products actually shipped into the specific jurisdiction where the plaintiff resides or is located

Creates a judicial process allowing companies to obtain court declarations of their emissions, with an irrebuttable presumption that emissions equal zero if they are less than 10% of the combined annual emissions baseline of China and India

Takes effect July 1, 2026, and applies retroactively and extraterritorially, allowing aggrieved parties and the Attorney General to seek declaratory relief, injunctive relief, and nominal damages for violations
