Narrows the exemption for entities that hire contract lobbyists, limiting it to state government departments, agencies, and entities only

Removes boards, utilities, and districts from the list of entities exempt from being classified as "employers of lobbyists" when they hire outside contractors to lobby

Local government boards, utilities, and districts that employ contract lobbyists may now be subject to lobbyist employer registration and reporting requirements

Takes effect immediately upon becoming law
