Amends Tennessee Code Section 24-7-120 to allow trial judges to determine whether a child witness needs alternative testimony arrangements without requiring the child to testify or be present in the courtroom

Creates a rebuttable presumption that children under 13 years of age would be traumatized by the defendant's presence and suffer emotional distress preventing reasonable communication

Requires trial judges to find that ordering two-way CCTV testimony does not unduly prejudice the defendant before issuing such an order

Takes effect immediately upon becoming law due to public welfare necessity
