Creates vicarious liability for anyone who pays demonstrators to participate in protests if the demonstrator commits certain offenses during the demonstration

Qualifying offenses include riot, aggravated riot, disorderly conduct, obstructing highways, harassment, civil rights intimidation, civil disorder, and unauthorized placement of signs

"Compensation" is broadly defined to include salary, fees, payments, reimbursements, or any other valuable consideration

Plaintiffs do not need to produce evidence of a criminal conviction against the paid demonstrator to establish civil liability

Takes effect immediately upon becoming law and applies only to acts occurring after that date
