Creates a 9-member State Family Advisory Board composed entirely of family members of currently incarcerated individuals in Tennessee, with 3 members appointed each by the governor, speaker of the senate, and speaker of the house

Board members serve 3-year terms after initial staggered appointments, must represent all 3 grand divisions of the state, and serve without compensation but receive travel reimbursement

Board responsibilities include fostering communication between the Department of Correction and families, strengthening family reunification efforts, supporting reentry, and providing feedback on department activities

Requires monthly board meetings plus at least 3 annual public informational meetings held in different grand divisions; all votes must be by public ballot or roll call
