Defines "private residence" as a single-family dwelling or single unit of a multi-family dwelling used for habitation that is not open to the public

Requires all newly constructed private residence elevators to be registered with the department within 7 days of being placed in service, effective July 1, 2027

Mandates new property owners notify the department of ownership changes within 60 days of property conveyance for homes with private elevators

Exempts private residence elevators from certain periodic inspection requirements that apply to commercial elevators

Takes effect upon becoming law for rule promulgation purposes; all other provisions take effect July 1, 2027
