Mandatory minimum 30-day incarceration for organized retail crime offenses when the defendant uses or possesses a firearm, ammunition, firearm-related device, or anti-theft device during the offense

Increases the lookback period for aggregating theft values from 90 days to 180 days when determining offense severity

Creates new aggravating factors for organized retail crime: using a mask or facial covering to conceal identity, or using a vehicle with no license plate, altered/fake plate, or temporary plate

Establishes a Tennessee Bureau of Investigation registry of persons convicted of organized retail crime and retail theft offenses, accessible only to law enforcement agencies

Registry entries remain for 10 years from the most recent conviction and are removed upon expunction or death; effective date July 1, 2026
