Prohibits all delivery sales of tobacco products, including online, telephone, mail order, and app-based sales; all transactions must be in-person at the licensed retail location

Establishes civil penalties of $2,500 for first-time sales to persons under 21 and $20,000 for subsequent violations, with possible license suspension or revocation

Requires mandatory annual compliance checks of all licensed retailers using persons aged 16-20 to attempt purchases, with follow-up checks within 180 days after any violation

Takes effect January 1, 2027, for enforcement purposes, with rulemaking authority effective upon passage
